ly newspaper at the City College, to do a series of articles on
interplanetary flight, which shall shortly be published.
In one of my installments 1t shall be necessary for me to deal with
the subject of "f'lyin.g saucers." In connection with this, I should

photographs (preferably 8" X 10 11 glossy) oi' the supposed saucers or UFO's.

to some impo~tant sightings and the conclusions reached by the ATIC in
ect1on w1th those sightings.
I wish to impress upon you that this installment {like the others) is
in»ended merely as ,an attempt to reiterate the "facts" to my readers.
However, I will express my opinions concerning this subject after con
sideration or the evidence.

1. Various technical personnel within this Office have an acute
scientific interest in the results obtained in the current investi
gation of unidentified flying objects. For this reason it is requested
that a brieting on this subject be arranged for the purpose of acquaint
ing these personnel with the data obtained .from reliable reports of
sigh.ti.ngs classified as being of unknown cause.
2. It is suggested that an informal question-and-answer type discussion
be scheduled on some mutually convenient date during February- 1n Room
180.3, T-3 Building. Those in attendance, approximately 25 in munber.,
will be limited to senior technical personnel from this or.rice and
certain individuals from other cognizant naval activi,ties in this area.
All those attending will have clearance through secret and a definite
need-to-lmow. Final arrangements can be made with LCDR F. L. ntomas
(extension 629h~) who is acting as Liaison Off'icer to the Air Force on
this problem.

of my mental faculties. I am married, and the father of a large
family- or 6 girls and 3 boys. More than two years ago, I personally
saw a tlying saucer. It happened one da7 when I came from Mexicali
im r,q •pick-up•, at the point called Cerro Prietolll This craft came
in. my direction, and I was able to get a f\ll.1 view of its design,
since I .s,aw the nying saucer flying at an altitude of about 150 meters,
at about 5 miles an hour, for about 150 meters. This ~appened one
morning about 9 A..M. So that your government ~ be interested, I will
describe a emall part to you: It was about 12 feet in diameter and the
weight about 3 tons, which defies gravity. I am telling you this because
vb.en. I saw it, it was practic&ll.710 meters from the top of Cerro Prieto,
suspended in mid-air. I would appreciate yaur paying me a reward of
$20,000 upon describing its design, which is authentic and genuine. I

The cooperative UFO Program between ATIC and the 4602d AISS (AOO}
as established by AFR 200-2, dated 12 August 1954, reached its full
effectiveness during this period. A series of conferences between
ATIC Project Blue Book personnel and personnel of the 46o2d AISS
produ.ced an evaluation guide and standard operating procedures.

investigations and as a result the insufficient data cases.have been

My subject is 1 Flying Saucers•. I will keep my
letter short as I am aware that your time is very
important.
In the August issue of' Fate Magazine, there is
an article titled •Are The Saucers Mad.e On Earth?" by
a James W. Moseley. In this article Mr. Moseley contends
that the Saucers are made on earth, and in this country.
I have but one question to ask you. If' Mr. Moseley
is right then this means that the Air Force is 1'1.ring
it's test missiles, or whatever they are, over major
American cities, into the airways of' the major airlines,
with no regard to the hazard placed over the heads of'
millions of' Americans.
I personally, have great respect f'or the U~ s.
Air Force and the men who run it. I cannot make myself
belieTe that the Personal at the top have all lost
their marbles, and allow such a thing to ha.ppen.
Thousands et,peop1e will read that article, and
thousands will be a.sking themselves th.e same question
which I have asked you. Such an article is a disgrace
to our Air Force and all o~ it's members. This Moseley
should be slapped down publically.
