Relatório de Incidente de Objeto Não Identificado em Pantex

Em 1º de setembro de 2015, aproximadamente às 07h10, o sistema de detecção de Radar de Vigilância Terrestre (GSR) da Pantex identificou um objeto desconhecido voando de maneira não ameaçadora a oeste das instalações da Pantex em uma trajetória para o norte. A Força de Proteção (PF) respondeu de acordo com o plano de Resposta a Incidentes de Segurança para Sistemas Aéreos Não Tripulados (UAS) aprovado pelo NPO. O objeto foi inicialmente identificado logo ao norte da Highway 60 e viajava em uma trajetória para o norte a aproximadamente 10-15 mph. O pessoal da PF foi alertado sobre o objeto e subsequentemente enviado para segui-lo em um esforço para obter o máximo de informações possível sobre o objeto. O pessoal da PF em solo confirmou a presença do objeto e manteve a observação via veículo da PF. O pessoal da PF seguiu o objeto por vários quilômetros ao norte da planta até que ele não fosse mais visível. Todos os portões de pedestres e veículos da planta que levam para dentro e para fora das áreas de segurança foram imediatamente protegidos após a identificação de um objeto desconhecido pelo GSR. Além disso, as patrulhas da PF moveram-se para uma posição para garantir a proteção dos ativos.

Uma revisão abrangente subsequente do incidente foi iniciada imediatamente. O texto a seguir descreve as ações tomadas pelos operadores de GSR da Central Alarm Station (CAS) e da Secondary Alarm Station (SAS), oficiais da PF e Policiais de Segurança (SPOs) durante o evento.

Aproximadamente às 07h08, o um objeto a aproximadamente 1,75 milhas a SO de Z-12 South viajando a 10-15 mph (veja o mapa abaixo intitulado, Rastros do Radar de Vigilância Terrestre). Vários outros sinais de radar foram recebidos enquanto o objeto atravessava para o NNO. para tentar localizar o objeto e relatar sua posição e direção de viagem. Um tenente (Lt.) da PF e um SPO na área avistaram o objeto e o seguiram enquanto ele viajava para o norte. O Lt. e o SPO tentaram interceptar o objeto enquanto ele viajava sobre a Pantex Drive em uma tentativa de ver o objeto diretamente de baixo. Embora não tenham conseguido alcançar o objeto, eles pararam o veículo e saíram. Uma vez fora, notaram que o objeto não fazia nenhum som. Além disso, o Lt. e o SPO declararam que não conseguiram identificar nenhum tipo de sistema de propulsão no objeto enquanto usavam binóculos para avaliar o objeto. Após observá-lo por 1-2 minutos, o objeto continuou para o norte, fora do local. O Lt. e o SPO então seguiram o objeto por vários quilômetros ao norte de Pantex antes de perderem o objeto devido à falta de acesso rodoviário. O local onde o objeto foi visto pela última vez foi perto da County Road G e F.M. 1342. O escritório do Xerife do Condado de Carson foi notificado quando o objeto começou a atravessar para fora do local e solicitado a responder à área e ajudar a localizar o objeto. Um Delegado do Xerife encontrou o Lt. e o SPO no ponto onde o objeto foi visto pela última vez. O Delegado declarou que não viu o objeto, mas realizaria uma busca na área por qualquer coisa incomum. Foi notado que o objeto parecia aumentar a velocidade e mudou de direção enquanto estava sendo seguido. A última direção conhecida do objeto era que ele estava indo em uma direção LNE. O Lt. e o SPO foram interrogados após seu retorno à planta. A perspectiva deles sobre o objeto era que ele tinha um formato do tipo "diamante", sendo mais redondo no topo.

Policiais de Segurança em um Bearcat com uma unidade de Sistema de Armas Operado Remotamente Comum (CROWS) também conseguiram localizar e rastrear o objeto via câmera CROWS enquanto ele atravessava a planta. Os SPOs declararam que ele estava a 100-200 pés acima do solo e conseguiram rastrear o objeto por 3-5 minutos. A localização dos SPOs era de aproximadamente 75-100 metros do objeto.

Outro pessoal da PF que observou o objeto, incluindo um SPO que estava visualizando o objeto através de binóculos, descreveu-o como tendo aproximadamente 4 pés de altura e 2 pés de largura na base. O objeto também foi descrito como sendo mais fino no topo. No entanto, houve algumas discrepâncias na cor do objeto. Alguns funcionários declararam que era de cor preta, enquanto outros notaram que parecia ser prateado, vermelho e azul.

O vídeo foi obtido da torre GSR que estava mais próxima do objeto e subsequentemente enviado para os Sandia National Labs para estudo posterior (veja a imagem abaixo intitulada, Imagem da Torre de Radar de Vigilância Terrestre). O vídeo não fornece muitos detalhes do objeto devido à distância do objeto para a torre GSR. Deve-se notar que em nenhum momento o objeto pareceu ser de natureza ameaçadora, nem chegou perto de quaisquer ativos sensíveis. O objeto permaneceu sobre áreas abertas e não povoadas da planta antes de prosseguir para fora do local. On September 1, 2015 at approximately 0710 hours, the Pantex Ground Surveillance Radar
(GSR) detection system identified an unknown object flying in a non-threatening manner west
of Pantex facilities in a northerly trajectory. The Protective Force (PF) responded in accordance
with the NPO approved ~curity Incident Response to Unmanned Aerial Systems (UAS} plan. The
object was initially identified just north of Highway 60 and was traveling in a northerly
trajectory approximately 10-lSmph. PF personnel were alerted to the object and subsequently
dispatched t o follow it in an effort to obtain as much information about the object as possible.
PF personnel on the ground confirmed the presence of the object and maintained observation
via PF vehicle. PF personnel followed the object for several miles north of the plant until it was
no longer visible. All plant pedestrian and vehicle gates leading into and out of security areas
were immediately secured upon identification of an unknown object by the GSR. Furthermore,
PF patrols moved to a position to ensure the protection of assets.

A subsequent comprehensive review of the incident was immediately initiated. The following
text describes actlons taken by Central Alarm Station (CAS) and Secondary Alarm Station (SAS)
GSR operators, PF officers and Security Police Officers (SPOs) during the event.

At approximately 0708 hours, the an object
approximately 1.75 miles SW of Z-12 South traveling at 10-15 mph (see map below titled,
Ground Surveillance Radar Tracks). Several other radar hits were received as the object
traversed to the NNW. to attempt to locate the object and
report its position and direction of travel. A PF lieutenant (Lt.) and SPO in the area spotted the
object and followed it as it traveled north. The Lt. and SPO attempted to intercept the object as
it traveled over Pantex Drive in an attempt to view the object directly from below. Although
they were unable to catch up to the object, they stopped their vehicle and got out. Once
outside, they noted that the object did not make any sound. Furthermore, the Lt. and SPO
stated that they were unable to identify any type of propulsion system on the object while
using binocuJars to assess the object. After viewing it for 1-2 minutes, the object then
continued north offsite. The Lt. and SPO then followed the object for several miles north of
Pantex before they lost the object due to lack of roadway access. The location where the object
was last seen was near County Road G and F.M. 1342. The Carson County Sherriff's office was
notified when the object began to tr.averse off-site and requested to respond to the area and
assist in locating the object. A Sherriff's Deputy met the Lt. and SPO at the point where the
object was last 'Seen. The Deputy stated that he did not see the object but would perform a
search in the area for anything unusual. It was noted that the object seemed to increase in
speed and changed direction as it was being followed. The last known direct of the object was
that it was heading in an ENE direction. The Lt. and SPO were debriefed upon their return to the

plant. Their perspective of the object was that it was a "diamond" type shape with it being
more round at the top.

Security Police Officers in a Bearcat with a Common Remotely Operated Weapon System
(CROWS) unit were also able to locate and track the object via CROWS camera as it traversed
the plant. The SPOs stated that it was 100-200 ft. above the ground and they were able to track
the object for 3-5 minutes. The SPOs location was approximately 75-100 meters from the
object.

Other PF personnel that observed the object, including a SPO that was viewing the object
through binoculars described it as being approximately 4 ft. tall and 2 ft. wide at the bottom.
The object was also described as being thinner at the top. However, there were some
discrepancies in the color of the object. Some personnel stated that it was black in color while
others noted that it appeared to be silver, red and blue.

Video was obtained from the GSR tower that was closest to the object and subsequently sent to
Sandia National labs for further study (see image below titled, Image from Ground Surveillance
Radar Tower). The video does not provide much detail of the object due to the distance of the
object to the GSR tower. It should be noted that at no time did the object appear to be
threatening in nature nor did it come to close proximity to any sensitive assets. The object
remained over open unpopulated areas ofthe plant prior to it proceeding offsite. All evidence
of the incident {i.e. statements, video, etc.) were turned over to FBI agent
